What is the best way to learn IFRS concepts? Is there any online portals which are available to learn for FREE? Whereas, It also helps to so many professionals who're interested to update their skills in IFRS.

From my experience all IFRS free learning materials are not that good and don't cover all standards in details especially the complex ones such as IAS 32, and 39 financial instruments. However, I do recommend a book which is; Applying International Financial Reporting Standards, published by WILEY, 3rd or 4th edition by Ken Leo, Paul Pacter, Keith Alfredson etc. You can purchase it a soft or hard copy at price of $60 to $100. In addition, from my experience all WILEY IFRS book are excellent but make sure to purchase up to date books 2013 and above.

One of the most Common learning materials is the ACCA's Certificate in IFRS on ther website. you can first purchase the training materials for about 200 USD and then apply for exam which fees are the same 200 USD. so The Certified IFRS is a strong Refreshment of IFRS
