Does the knowledge and experience of Measured employees by qualifications fully guarantee good results? Otherwise what do we do?

No its not true, most of time people have there own experience and knowledge in which base they take the decision on any task. Experience and knowledge does not matter by base on qualification.

It does not fully guarantee and may have high probability for the goal. There is no stage where one can reach that level as learning and development is a continuous requirement to meet new challenges. 

No, it does not guarantee, go deep in for Industries and we will find that a good number of Owners and managers are second class or drop outs but are leading organization and managing organizations.
