In a hybrid system with RES how to operate the generating set when the power of the photovoltaic field does not cover all of the required power?

Good day.

If you are using cyclic batteries and have a good battery backup then you can set the battery DoD (depth of discharge) percentage value to start the generator. in this case, when solar is not providing much current then batteries will start discharge to powering the actual load and at defined DoD value the controller will give signal to ON the generator.

in other case you can also set and follow the voltage to start the generator.
