Sorry, but I differ from this view of the "common sense" in HSE, as it is not so

Definitely it is.

But it in the actual workplace it slightly differs and does need to convince the people about it's importance and how positively its influencing. Shortage of training and education is giving that case of non common sense of the HSE Safety especially in the non scaled people.
