A method that works for me is to write the plot down, and then follow that with writing brief profiles of all the characters involved. Include their ages, interests, strengths, weaknesses, occupations, etc. (With some exceptions, every good story needs fleshed-out lead characters). When you're done with that, think about what the characters would do in the premise that you've thought up and what their motivations would be. The plan out how their actions will effect the plot and summarize that until the ending. Some authors prefer to work spontaneously, and that may work better for you. Regardless, a good story is generally driven by the characters, not the other way around.
