In regards with your question I would just like to say that if I am planning for this many years I would initially built a team with whom I can work by motivating and supporting them. As now a days we see there is no self responsibility in any organization only because lack of TEAMWORK.

First, let me say that establishing any plan for period of 5 years is complex and takes much more in terms of time and resources than I currently have, but anyway I will try to summarize important things that I believe can answer your question.
My first priority who'd be to learn all the specifics of business.
Getting familiarized with internal structure of company/department who'd be my next priority.
Parallel with internal structure its essential to understand internal SOP's (standard operating procedures) and practices as well as company's goals and priorities.
As next task I who'd make an effort to get to know all people that are involved in the operation that I am involved.
Only after that I cold be able to start devising more structured policies concerning transportation.
But there are basic policies that can be associated with any successful operations. Like for instance :
1) Planing, Planing, Planing
Transportation is a backbone of economy and trade, this branch of industry is in constant growth but problems arise because this progress is not followed by progress in infrastructure or administration. One of the most efficient ways to combat this is by taking time to properly plan every mission trying to anticipate problems as well as devising solutions in order to prevent or mitigate effects.
2) Teamwork
Well organized, motivated and productive team is what makes a business successful. Any major operation depends on the collective of individuals who are motivated and encouraged to use their skills and knowledge in order to resolve, improve and sustain effectiveness, quality and productivity.
3) Improvements
Being able to improve is what keeps you on the top. Taking time to study all aspects of the operation in order to find new and better solutions will make all the difference in this ever evolving world.
4) Quality of service
Making quality of service provided a priority is what separates a successful operation from others.
