I want to start an innovative web development business in the UAE, what are the minimum human resources required for projects to run smoothly in your opinion?

The best way to start your own business is that you should do by yourself first. No matter how rich you are but you should have some understanding of the work that how it'll be done otherwise people will trick you very easily. Without knowing you can do but you will face so many problems that's what i believe.

If you have all the above good things in you than you can by analyzing the work you wanted to do. In your case 'Web Development'.

• You should have a good young Web designer. ( one will be enough for start )
• A young passionate Web Developer who have understanding of software life cycle and know how to code no matter what programming language you choose.
• A person who handle the clients to gather requirements. ( it can be you )

Not enough info to answer. I've run my own, one-man operation for years, doing everything myself. The skills you need, at the very minimum, are:- coder- designer- customer relationships

If you find one person who can do all that, then you need one person. If not, you need more persons.

I'd say a realistic team for a small budding web agency is one senior/mid designer, two coders (one senior one junior), and one project manager/clients relationships/sales person. That's 3 people, + you. Such a team should be able to have an output of at a minimum two regular corporate medium sized websites per month.

It totally depends upon the project. You can share the details of the project and then it can be better answered. 

For small projects you need 1 designer, 1 backend and 1 front end resource.

As mentionned in subject of your question, i think that  you need web designer for templates, web devolopper for web devolepement   and web devolepper for web applications

Well, depending on your budget, and the type customers you are targeting it will vary. Assuming you have no customers already, then if you are targeting individuals,  all you need is one web designer, two web developers, one project manager, one salesman, one marketing specialist. if your target is small businesses to big corporations. Then you have to increase the number of employees accordingly. You also need to add more specialties to your group of employees. 

For a startup you will need a back-end developer, front-end developer and a UI/UX or graphic designer. Sometimes you can get a full stack developer who can do both the front and back-end development or designer who can do the front-end as well. If it gets bigger and more complex then you need project managers, account managers to deal with customers.

In general web development needs at least 3 essentials resources:

- Web designer for UI/UX (user interface and user experience) 

- Web developer fornt end and back end experience

- Applcaition tester, techincal writer, and web deployment

However, depending on the complexity of the web app you have in mind those 3 resources can be roles and they can have mutliple number of people occupying those positions.

for Me to start an innovative web development business you will need to have creative and competence people ,the number for personal that you will need it depend to your project or your work you having but for sturting you will need 5 at least

First of all u need a time and your full concentrate on your web development process. u have to understand the requirements of your clients which type of website he or she want. than u have to study about those techhnologies so u will smoothly run your web development businees in every where in the world.
