It totally depends on company culture. If company has developed any procedure or that then definitely they need to follow that. If there are no specific guidelines, then Manager should communicate initially, later on followed by HR if needed.
It is better to talk with him by Manager, HRBP follows specific rules, with no understanding the people management.
