FALSE !!!   project definition phase is to set clear project goal(s), so-called SMART goal(s), together with requirements or specifications in terms of scope, schedule, and budget so start and end date is cleary descibed. A project is any endeavor which is unique :  A) Scope: the endeavor will create a precisely specified product consisting of deliverables and service, B) Schedule: there are clearly defined beginning and end date and C) Budget: the budget for creating those deliverables and services is limited.

Yes its a false.. A project start with formal document called project initiation document which involve all activities like time, quality, scope, budget, project deadlines, roles and responsibilities of those who are assign to the project and many more. As mention above every project end with agreed date mention in the project initiation document.
