Standard certification is a must for recruting to high posts. However, if an interview is done by a qualified person in that category he can assess the knowledge and skills of a person without being CPA and if found suitable he can recruit him to the top position.

A CPA license is the accounting profession highest standard of competence, a symbol of achievement and assurance of quality.

CPA license tells the public that an accountant has mastered the critical elements of the profession.

So if the accountant is not a CPA , I  would not hire him or her  even if the person is highly qualified.  He or she must be certified first.
