Google webmasters tools (Now, Google Search Console) are purely geared at helping you to make the most out of Google Paid Advertising. Actually, Google has excellent tools that goes far beyond and above. The Google search console is free and aimed at webmasters allowing them to dig deep into consumer insights, check indexing status and maximizing reach and visibility through optimization.
Google tag master primarily helps in reducing the amount of clutter tags implemented on your website. If you were to implement, Analytics, Search metrics, optimizely, facebook tags on your website or every page on your site, you will realise that your site will eventually become very slow to load which is not a good experience for your customers. It means experiencing high bounce rates and low ROI. Tag master helps in solving this problem though there is a bit to it but this is the primary objective to help to implement as many tracking scripts but without to put all of them on your site. Tag master will handle all the scripts and fire them as and when the action is needed.
Analytics is completely about customer insights, data mining and data modeling. It is a huge tool but basically it gives insight into your consumer behaviours giving you an opportunity to do better and serve them accordingly.
