Transparecy laws, accountability and a free press act against such abuses. If we refer to political systems, parliaments, presidency being co-opted by interest groups, financing campaign irregularly, in return of political favours such as legislation or bids, we are facing a corrupted system. Legislation on lobby, transparecy and ethics code of behaviour with moral sactions and jail sentences should be in force. They act as deterrents. The rule of law, an independent judiciary are key to secure the law enforcement. Probity is construed on a social contract whereby society establishes the limits and penalties of those who break the law. For that, empowered middle classes are essential, the public sphere requires that citizens take a cognitive leap and press institutions to act accordingly. That requires a determined level of development where aversion to corruption is widely rejected and political costs run high. If we apply this scenario to business organizations, again corruption in the form of duopolies etc can be discouraged with exemplary jail terms which act as deterrents. Transparency on financial records and conflict of interest must be legislated and the press should have a leading role. Education and frredom of speech are features of free societies therefore such control on organizations are mostly found in democratic societies.
