Most of the Companies are following percentage system for salary increment, so there is no option to accept or refuse, everyone will the same percentage yearly, if anyone not happy then by time to time he will understand the systems and he will ok but it will effect the job at least first couple of days.
1. Normally, some people might express their dissent out of frustration. Give some time and he will reconcile and accept the increment.
2. HR would have to look at the real reasons and the performance of the employee...else one should let them go... no one is bigger than the establishment.

thanks invite. .......Support answer Mr pravin
I personally believe that salary negotiations, base salary, bonuses etc need to be made before one is hired. If you are performing and your company is not complying that is unethical, unless there's a massive overall slump in the market.
On the flip side it is unfair if employees ask for more simply because the company is doing better than expected. Consistency always pays off, hence if you deliver results consistently, I find it hard to believe that your efforts will not be rewarded.
agree with mr. pravin on his answer
Agree with expert answers given here. Thanks

Compensation must be equivalent to the job description and responsibilities and gravity and must be applied in peace and clear salaries, fair and well-known and applied fairly and transparently and not reflected in the performance and productivity and to improve the situation of the new efforts and need extra money
