How is the job market in Dubai for HR people?

In my opinion, despite the decline in global economy due to low oil price, Dubai is still a fast-paced growing market where hundreds of jobs for HR professions are still created to employ those unemployed and those trying to shift into a new career. Although the job market growth last year isn't substantial compared to previous years, we can see that with the emerging major projects for Expo2020 job market has increased rapidly as 2016 begun.
