If you are not satisfied with your job, would you go to your manager or HR business partner to discuss the situation?

As per my opinion I will always advisable to  contact you manager first if you have problem with you job  because he understand you job and other situation better  that any one and he will support you because you performance help him to achieve his goal (department target etc )

first  i am going to  my boss discuss this matter because he the my guidance and finally i am going HR business partner to discuss the situation

Situation and environment differs among organizations.  In general, employee has to approach immediate reporting authority to resolve issues within the department. If not resolved, it can be elevated to next level in the hierarchy.

Why not!It is better to go if you know that you accomplish some satisfaction and be able to discuss that with him/her !
