Leaders are always keen to prepare other leaders from people who report to them. They want to make them develop and grow so they increase their competence and willingness on the different tasks they are doing. This will enable leaders to delegate to those new leaders different important jobs which will free up their time.

Agreed on conditional basis, not all but creative leaders would do so because they want all to grow with him and to create his followers but some of them are touch and hard they will never help others to grow or never try to develop other leaders.
Look at the scenario here, if you are calling by mobile to any leaders such Board of Directors, Chairman, CEO, GM they will never answer the phone if they don't know you well, never reply or answer the "CALL" or email in Asia, Middle East. GCC and Africa.
Again look at Europe and Western regions of the world, above mentioned such leaders they would answer all the call and reply all the emails regardless to your relations with them. what a great difference among leaders. These words are from the practical experience.
