Who is termed as Social Entrepreneur?

Those are entrepreneurs who dedicate some revenues coming from their business to social projects or charities helping out the society. For example, if a business owner commits 10% of his/her revenue to a certain charity or a business association as donation, or if they participate in or start a social program then they can be called social entrepreneurs.
