Normally there are some BDM's who prefer not to communicate their whereabouts to HR department because they assume that their position implies where they will mostly be. Do you think there is still a need to record BDM's time-in & out if he/she normally is out of the office to attend meetings or get new client? If they are frequently out of the office, do they still need to inform the HR department?
I think the HR department doesn't only need to know about the whereabouts of the sales people, but also the schedule of their meetings, which meetings where cancelled and which were postponed and which were achieved. This should come through the weekly sales report they do with their sales activities. If HR doesn't know where every person is, it's going to be chaos.
Sure, it does not matter if they follow office timings or not as long as they are successful in their suties. Top mangement will not bother office timings if the mangers achieve their targets. After all what is the use if some mangers follow correct office timings but fail in their duties?
Usually in any organization all business plan strategy should bundle with the company goal and objective, also there must be communication between company departments and HR department, especially when there is the need for flexible time for some staff members due to their work nature, for example for sales people when there is outdoor business always they shall be exempted from in & out timing, HR shall communicate with their department manager through the weekly report to control the movement of these staff members to avoid any misuse of fixable time given to them and this is through their manager only as this is necessary to achieve company goal.

BDM timings should not be restricted according to company normal timings. Most of the task of BDMs is to meet/visit customers so their timings depends on customer's meeting/vising timings.

As per my view, all are equal before the company rules and regulations, may be except ( In some company Owners are employees also) Owners of the company might not follow it.
