Junior officer (such as a secretary) who has the authority or ability to control access to a decision maker or to certain information

It's the employee who controls internal and external communications, from the word itself is self explanatory, no body in and no body out unless permission is granted (smiled).

It could be also, the person who is responsible for controlling passwords and access rights or permissions for software that the company uses.
