yes i know that,. i will give them first aid and try to shift them into nearby hospital very soon.

for 55 people first calm them (make them feeling safe) then try to deal with the satiation by managing the  resources

For me it's triaging. It's a first aid response for disaster in which the nurse or the responder classify who is the most in need of first aid to least.
