Spend some time learning the backend so you really know how everything works.
Learn databases, MVC-style frameworks, PHP, Python, and Apache — not to the extent that you worked on HTML, CSS, and JavaScript, but be fairly knowledgeable in them.
Now spend the rest of your days reading web development blogs and magazines, improving the skills you already know, and concentrating on design theory. :)
PHP framework like Laravel and MySQL, other basic languages like HTML, CSS, JavaScrit, JQuery would help making a suitable candidate for Web Design & Development. You have to have following skills to become a successfull web developer,
1. HTML5
2. JavaScript (ES6)
3. CSS3
4. Angular 4/React.js
5. Basics of Java/PHP/Node.js
Learning Web Development starts with understanding of HTML From scartch. You can also learn bootstrap and the Java script or jquery. You can now work on PhP and mysql database. This will give you a better advantage to get a good job.
first of all, design and development are two different disciplines with overlaping knowledge.a good place to start is by learning HTML5, CSS3 and JavaScript whatever your choice is since you will be using them in both positions.
JavaScript has a ton of Frameworks with established communities of programmers backing them.Jquery is a favorite and ReactJS seems to be the new kid on the block now. however, i would advise you to learn Native Javascript first to get the feel of the logic behind it (and not to become obsolete in 5 years when the new Frameworks hit the market).
if your choice is design, i would focus on skills related to the UI and user experience. Photoshop is a must and taking an HCI course would greatly boost your chances of landing a job.
Development however, needs a whole different range of skills. you need to know one or several programming languages used in back-End development (PHP, .NET, C, Ruby) in addition to being competent with at least one DBMS (SQl Server, MySQL, Oracle).
Consider your points of strengh when applying for jobs. Are you more interested in the aesthetics of a user experience or do you prefer the optimization part.In the End, the choice is up to you and both roles offer fullfilling careers in a growing industry that doesn't seem to be slowing down any time soon.

Well I don't live in Dubai, yet I have several clients from the UAE... First of all web design is a different field from web development, 2. as for languages and skills I'd suggest CSS, HTML5 in parallel with PHP and MySQL if you want to stand out of the crowd, since most companies employees who have knowledge in Microsoft languages and software since they can be taught in universities and microsoft offers support with its packages.
Unfortunately I don't have any Dubai experience, but I am looking forward to be there in the future. So thanks for the invitation and I would just follow this question to get some answers.
Thanks for your invitation , In Dubai for web development language (back end of website ) i prefer you PHP and for web designing Language (front end of website) use html5,css bootstrap,Jquery.
Mostly In middle east countries website are developed in word press by using custom themes and plugins.

firstly you have to know the differences between web design and web developer as you are about to start your career:
as a web designer we can call them the architects while web developers are the builders
web designers can draw and sketch the interface according to the user requirements and they should have a good knowledge in user experience, you must have this kind of sensitivity and feel for the web site and the interface you must be good in HTML5, CSS3, JavaScript,some of JQuery,Photoshop (u must have this sense of art and colors combined with user experience)
web developer must have logic, linear, technical thinking skills to draw the inner operations of the website or the inner code .. they transform the static interface that made by the web designer into dynamic pages to serve the user..they should know beside little HTML and CSS programming languages:
C#, Java (as common languages).NET
PHP, ASP
if you want to decide your career try to use Photoshop and design a page to see your skills
then try to write a code at least for calculator and see you skills
