Should all bidders offering delivery with an acceptable range be treated alike or given any edge for earlier delivery ?

The period of delivery mentioned in a quotation is normally acceptable within a given range. However, within that range some bidders offer delivery earlier than others. I request your opinion if the bidders offering earlier delivery should be treated alike or given any edge for earlier delivery ?

The bidders offering delivery with an acceptable range be treated alike.  

There may be no edge for earlier delivery.

 If early delivery was necessary, that should have been mentioned in the bid document for transparency and fairness.

It all depends on the commodity and  how when it is needed.

I prefer vendors with a reliable due date upon notification an earlier delivery date may be acceptable, however late deliveries are not desirable, since this causes  issues with production planning and having to rearrange production schedules.

That really depends on how you have set up the sourcing process. Generally speaking, under assumption that your evaluation criteria contain all the relevant technical and commercial terms and conditions, you are free to award points up for any additional benefit a vendor may provide. AS LONG AS your criteria have been preset before tender was issued and all vendors are given the same chance to give their best foot forward, you can set your criteria any way that suits your particular sourcing project. HOWEVER, in your particular example, if you have not set the process up in such a way to allow for earlier delivery and additional points for earlier delivery than requested, you could do two things to remain compliant:1) even out the playfield asking all the vendors if they can match the earlier delivery offered by some vendors.2) If they could not, since you have set the RANGE to be equally acceptable, you would have to award the same number of points to the range.

I fully agree with the above that it depends how time critical the goods are. Ideally you would want to give them all fair consideration.

First of all, we need to think on what basis the delivery time range allotted. 

If your calculations are accurate, then question should be raised for clarification with bidder. Also if your are getting delivered yearly, what are the facilities are additional cost involved for you should also be verified, before conforming the bid.
