What is the method that is used to convert the drawing in SKetchup pro to video animated cartoon ?

I have two methods of drawing , the first one is draw the character in sketch , scan it  , take it on the illustrator or Flash  program , turn it to a vector , then animated the character by Aftereffect .

WE SHOULD SKETCH FRAME BY FRAME LIKE CELL ANIMATION AND THEN SCAN IT BY CAM OR ELSE BY SCANNER AND THEN DRAW IT USING ILLUSTRATOR OR FLASH AND THEN CONVERT IT INTO CELL ANIMATION

I have not worked with this software
