Deadlines are very important in Finance. There should be communication at all levels to ensure before hand what all the employees are working towards and when do they have to acheive it by.
If all is worked along according to plan then there will be no panic in the end. Complete as it arrives.
If there is not enough staff; then someone else should be trained to ensure there is cover when someone is not available.
If the system is down then there should be a backup plan where manually things can be authorised and processed which employees should be trained for before hand.

It is also important to make a time schedule to make things more systematic and save yourself from haphazardness. Majority of us, wait for the deadline, which can actually delay your work and specially, when you have limited resources. So,what you have to do is to pull all your resources to make it happen. To make the best use of the available resources and when you have the dedication to finish the work, no matter what, you will mange to do it on time.
Take commitments and split you're work into two teams or three teams with limited source and give them a deadline before the actual deadline
