This question is very interesting for Economist. A brief answer to this question is as follows:
There is free flow of goods from one country to another as per World Trade Organization (WTO) rules with very limited barrier of Customs Authority of each country.
However, there is strict barrier (Passport, visa, immigration, naturalization etc.) on free flow of labor force or Human Energies from one country to another and this is not regulated by WTO. So, to ensure effective mobility of human energies, all such barriers are to be removed. With this approach, some countries will be benefitted and some countries will be loser in the short run but as a whole the total output of the world will increase.

Each human being is unique & has a number of good qualities that need to be encouraged for the good of the organisation. A person joining a company needs to be properly groomed to achieve his/her potential through training & development. Thee has to be a fair, transparent & objective system for promotions, performance appraisals, honours & awards for recognition of good work. The organisation must also look after the welfare of it's work force giving timely pay, allowances, leave etc to ensure a higher level of loyalty which will eventually result in higher output levels.

Organizations interested in career development for attracting and keeping the human elements talented and ambitious. Organizations are not planning career development but also outlines the way the options and opportunities for its employees in the future. Career development planning helps employees to develop their skills and abilities in order to upgrade and develop.
