Which one is more beneficial to the company in terms of spending on employee(s) training?

Both because you need to exposure to people outside the business in order to grow and learn new things and sometimes they can see things that you are too near yourself to see. You also need good in house trainers who can disseminate new knowledge and develop staff.

2- In house training is the right answer,

Both Public and in house training are beneficial to company and employees, but in house training is more beneficial because of the following:

a) saving time

b) staff will be available to follow up their daily task in case of emergence.

c) company is a ware of all taring details.

d) Company will create their own training schedule and materials.

In house training helps employee understand company culture, policies and procedures, enterprise environmental factors

whereas public training gives knowledge required to increase productivity and helps develop sense of responsibility

I believe that answer # 3 is correct, because In house training is enough is not, employee also need to implement it practical for that public training is also necessary. 

3. Both 1 and 2. They will enhance the exposure and knowledge which are beneficial to the growth of the company as well as the people involved.
