In case of mixing of PE and Neutral in electrical system i will cause voltage drop on and also cause spurious trippings so it is recomended to avoid mixing of earth and PE.

This will cause voltage varaition in one phase or two phases resuting spurious trippings on system.

when potencial earth and neautal is connected there will be voltage drop and trip will occur

When Poteninal earth and neutral is connected there will be voltage drop and tripping  will occur , so it is not connected together .

If we  mix PE and Neutral in electrical system it will cause voltage drops on and also fluctuation occurs causing spurious trippings of Electrical Equipments, so it is recomended to avoid mixing of PE & Neutral.

I agree wh=ith Salman Ali and Adnan Khan. But if we are using any analog voltage input signals from any field devices there may be chance of voltage noises. At that time if we connect the instrument earth to neutral we can avoid the noise issue.

Also in the substation I think the Power Earth and Neutral is shorted.

VOLTAGE DROPE AND BECAUSE N AND P MIXED SO CREATE SPARK AND DAMAGED THE INSTRUMENTS
