Ans "A" and "B" are almost same and procedure is internal to the contractor and his team. So, not a correct answer.

Since the the client has rejected and the contractor has agreed with client's view, "C" is the correct answer.

The client has rejected the deliverable and there is nothing to explain more- so, "D" is not correct.
