1) In Primavera, all types of cost can pe assigned to activties only either by resources or by expenses.
An acitivity is to be added and indirect cost can be assigned to it. There are six option for new acitvities i.e. Task dependant, Resource Dependant, Level of effort, Finish milestone, Start Miletone and WBS summary. For indirect cost, better option is level of effort.
2) If project has stopped or suspended, then there are several options to make plan.
a) All effected activities can be suspended for that particular period and resumed when project is re-started. This option is available in activity detail in Status.
b) Add a new activity in the program "Suspended Work" and linked all affected activities properly.
c) Claim EOT by adding delay event and submit revised program with affected completion date.
