There are four methods of government procurement. Which is not one of these methods?

direct purchasing without purchase order and preliminary invocies or at least three supplpers or contract assignment and a comitte for screening the bidders is not tolerated in goverment procurements proceedures how ever for a small purchases like small stationaries or just a maintenance requirement can be paid from what is so called bitty cash of coarse authorised by high level managers who have a limited authoroties on the cash according to their relathve positions

Never hear of this term in government procument process in Asia, Europe or Asia Pacific. Heard it only in reference to some self-service provisioning or eProcurement.
