Negotiate and understand the scope of growth in the new company and compare to the scope at current company.
If you still feel that there is a chance of improvement to yourself then stay back to do necessary certification and preparation for future.
always remember the quote "Love your job, not your company, because you never know when the company stops loving you".
I had refused a offer couple of years back to Qatar, since target profile was low.
I have prepared myself better for a better opportunity than a hike in salary.

Of course we have to see the better option.
at first talk with your manager and try to get solution if he/she refused your proposal then he/she should give you best policy otherwise leave the job.

Thar depends on the situation. My decision will be based on the following:

- My satisfaction within my current job both financially and professionally.

- The reason behind moving to a new job (is it only financial or is it professional).

- My future expectations for both jobs.

I will choose what is best for me based on the above conditions and strive to maintain minimum effect on my current employer.

Your manager doesn't have the right to prevent you from resigning.
Anyway if it happens you should talk to him and explain why did you take this step and what will you gain in return.
Nice simple talk always gets you to somewhere.

I am sure when he / she will refuse my resignation then he/she will also gimme a a reason along with any possible proposal for keeping me with him/her.
I'll evaluate that reason and will look into those proposals offered by managers.
If those proposals are even little lesser (about 5-10%) from the new company I would prefer staying with my current company, because there are always benefits of staying with a company for long.
The first and most important positive impression in staying with a single company for long is that you become perfect in that field and it also leave a good impression in your professional track record.
If the reason is not logical and also the proposals are not even near to the offerings of new company then I will surely place an excuse and will finalize the move.

There are several rules applies on your question either the following can be applied: 1.
Base on Company Rules and Procedures that you will execute a writing notice of termination of contract 30 days prior to your resignation.
2.
If the Manager can justified his refusal and its not justifiable he should give a counter offer to you base on the other firm offered.
3.
Just be honest to your intention of leaving the Company and explain to the Manager that you need a sustainable income that can help to level up your personal life and social status.
4.
No one can stop you to resigned from any company base on the Labor Law.
It is your personal discretion either you will stay or leave but should considered some financial circumstances.
