if you are referring to internal clients (business side, i.e. budget owners) most difficult issue is when they have their own personal agenda with the vendor - whether they have a private deal or are just trading with influence. While the first is hard to prove and second is hopefully more prevalent, they both create problems for you because vendor knows information from the inside (thus harder to negotiate) while internal client impedes with the process (from requiring procurement services too late to downright bypassing procurement and dealing with vendors directly). That is also the largest pain in the behind of any purchaser.
