There are many reasons:

1. Improper Planning.

2. Resources.

3. Improper Managment.

4. Harsh climate.

5. Material Shortage.

6. Budget deficiency

during the tender , estimation for the duration of the project is based on competition between the contractors , which making them choose a minimum duration to win the tender without considering all the obstacles that could be faced, like utilities ( High voltage cables - telephone cables ...) , Petrol Lines...etc , and specially in the gulf area , it takes too much times to get approval for relocation or protection of any of those utilities , sometimes it takes 1 year to get approval. and there are also other problems like consultant problem, modification of design, accidents ... but again the main problem is the big delay in the completion of any approval or NOC in the Government departments.

I feel that the majority of construction projects not completed within contract duration of the project in gulf countries? Comes down to Lack of knowledge in Risk analysis and Implementation, these risks in gulf countries are not unlike projects in other countries or remote locations)

 

Procurement Process - Most of the major materials have to be outsourced the country (this can be mitigated by planning lead times into the delivery schedule)

 

Unrealistic schedule (this is managed / planned out by the scope phase of the project, (a skilled negotiator should be able to communicate to the client if their plans are unrealistic or unachievable)

 

Poor Resource management - especially in deployment of Skilled and Qualified personnel (Planning risks and lead times for ramp up of manning in a manning schedule should reflect realistic objectives).

 

Climatic condition (again Planning risks, these are known and specifically legislated by KSA, so need to be reflected in the works schedule)

 

Poor labour welfare - affects employee Production (these are known risks specifically legislated by KSA, so need to be reflected in the works schedule)

 

Poor management (a clear scope, selection criteria, and rigorous assessment of candidates that best suit the position can also mitigate these risks)

There many casue and factors are contribut in Project Completion in Gulf contries

1) Prourement Process  - Most of the major material have to out source the contry

2) Un realistc schedule 

3) Poor Resourse management  - especaily in deployment of Skilled and Qualified 

4) Climatic condition 

5) Poor labour welfare - Which affects their Production

6) Poor management 

7) Lack of knowledge in Risk analysis and Implemention

Few reasons are; 1.un qualified managers 2.Budget deficiency 3.undefine SOW 4.staff doing multiple roles or under staff. 5.additional works or variations.

I would say that this is not specific to a certain country or region, but varies from company to company and sector to sector (private vs. public). The main issues might include lack of project management skills, especially lack of monitoring and control and risk management. Also, regarding budget, sometimes contractors don't get paid on time and end up with major delays.

7. Lack of Focus, Supervision, Overseen. 

 

8. Lack of Commitment.

 

9. Manpower turnover.

I beleive this is due to many elements such as:

1- delay in Legal documentations

2- Delay in funding 

over all, timeline is Gulf is not really respected 100%

In the Gulf, major reason is the attitude of the management and haphazard thinking process of the decision makers. No responsible individual has the right to act on professional lines, irrespective of the realities. This is the major cause for delays in any project.
