It is mainaly used for calculating market capitalization of an index.
The free float gives options, to the manager, for delaying the start date of the activity, or to extend their execution time, without delaying the early start date of its successor. So here, the preceding activity is not concerned by the free float.
B) is the correct answer
Free-float capitalization can also be called float-adjusted capitalization. The free-float method is considered a better way of calculating market capitalization, because it provides a more accurate reflection of market movements and stocks actively available for trading in the market. Instead of using all of the active and inactive shares, as with the full-market capitalization method, the free-float method excludes locked-in shares such as those held by insiders, promoters and governments.
In another words - it is the amount of time that a schedule activity can be delayed without delaying the early start date of any immediately following schedule activities.

I think it's a basic data to have an Helicopter View of your project evolution. I need always to know my free float. Free float show me the amount of time that an activity can be delayed without delaying the Early Start of its successor activity.
Total float is what we are aware of, and is commonly referred to as a float. Total float ( or slack) is the amount of time that an activity can be delayed without delaying the project completion date. On a critical path, the total float is zero.

From what I know, Free Float is the time you can delay an activity without affecting the successor activity.
Let's say there is an activity of laying concrete which has a free float of2 days to the subsequent activity of say laying floor tiles. So the concrete can be delayed by up to2 days from its original schedule without affecting the floor tile activity.
Free float may be useful while resource smoothing (prevent over allocation over a resource limit), so as not to affect the critical path.
