What are the major issues community managers face when developing an online community?

1. Insufficient budgets and businesses hesitant to explore and examine new media technologies.

2. GCC is too traditional in terms of trying out new communication practices and gorilla marketing techniques due to cultural practices, which is really holding us back especially me.

In the UAE I believe it's having sufficient budgets for innovative campaigns and adult users are a bit private and shy with their participation.
