Unforseen circumstances will usually appear if you got incorrect and insufficient data during the Tender Stage. It can possibly occur more than once, especially the unforeseen UG utilities. If this will occur during the construction stage you write a letter to the client for a change request immediately. So that it can be deliberated during meetings whether you can claim for an extension of time or rather compensation, especially if it is excluded in the contract.

A)    Immediately I will  inform to the concern officer or authority for further step and I will wait If it is relevant to my subject.
