Please try the default for the specifications of the hyper terminal like speed 9600 if not try to change the roll over cable which connected to the console ..Some times some cables require to increas the speed but please be careful because increasing the speed may damage your router hardware
Troubleshooting Cables, Connections, and Interface Cards
Network problems can be caused by cables, cable connections, or interface cards, or by external devices such as a modem, transceiver, hub, wall jack, WAN interface, or terminal. Check for the following symptoms to help isolate the problem.
Card is not recognized by the router.
– Make sure that the card is firmly seated in its slot.
– Check the LEDs on the card. Each card has its own set of LEDs. For information on these LEDs, refer to Cisco.com online support for the individual card.
– Make sure that you have a version of Cisco IOS software that supports the card. Check the Cisco.com online support document for software requirements for the interface card.
Card is recognized, but interface ports do not initialize.
– Make sure that the card is firmly seated in its slot.
– Check external cable connections.
– Make sure that you have a version of Cisco IOS software and feature license that supports the card. Check the software requirements for the affected card, which can be found in the configuration note for the card.
Router does not boot properly, or constantly or intermittently reboots.
– Make sure that the card is firmly seated in its slot.

Router boots, but the console screen is frozen.
– Check the external console connection.
– Verify that the parameters for your terminal are set as follows:
(a) The same data rate as configured for the router (9600 baud is the default)
(b) 8 data bits
(c) 1 stop bit
(d) No parity generated or checked

If the cable is good, check the cofiguration if the console port is enables.
you need to check your console cable First
then check the parameters of platform you used for CLI
then check with your device

Possible causes:
First of checik the console cable for any defects.
Make sure that the router is on.
Check, Whether all the LED lights to make sure there is no problem with the power supply of the router.
Reboot the router and see if the boot up process is in order. If there might a software or software configuration issue.
Check your PC for High CPu utilization.
Check fotr any Viruses or Worms in Your System.
Check Firewall.

I got your problem .Install u.s.b driver i hope it will work your console cable .
Conncet with USB, may be console cable is faulty, if all is OK try with defaults or change parity bit to 1, try again and again it will be connected, it happens sometimes.
