No.  That would be bribery.

Inexpensive or customary gifts, such as modest hospitality or a commemorative pen, are usually acceptable providing they are declared to the company and the tax authorities.

When in doubt, imagine you are one of the other prospective contractors.  How would you feel about this gift?

No. We should not accept any gift  and we should not give any gift.  Both accepting and giving gift for our benefits are unethical.
