Upgraded versions are designed to enrich the existing technology by minimizing the gaps in the process. So I recommed Oracle Financials - R12 (12.1.3) as more suitable version.
Current Onpremise Oracle Financials best version is Oracle R12 (12.2.6)
Oracle R12 (12.1.3), The Oracle Financials in R12 is having lots of enhanced features and controls for sub ledger accounting.
