What are the factors to consider before drawing a legal policy document?

Factors  :

-not unlawful nor against any public policy

-subject matter

-Target Audience

-scope

-Objectives and are they within the scope of Grund Norm of that particular nation.

-time

-consequences like penality, fine, etc.

- remedies.

few I can think of...but can provide more accurate if what is the subject on which policy want to make will be helpful. my 2 cents. Thanks
