One often finds a person with great skills and poor cultural fit or great cultural fit but irrelevant work experiences . If given a choice between the 2 which is a better hire?

Definitely cultural fit.
Skills can be taught/learned, but personality and beliefs are pretty much pre-set by the time someone joins the company.

Well, a contingent approach to this would be much more favorable. Because it all depends between the urgency of the requirement for the company and the skills or services of what the employee can provide. Going by the scientific management principles hiring an experienced employee would be much more better but again it depends upon the environment of the company. If the company is in the service industry a cultural fit employee would be much more preferred then experienced one, assuming the employee do has the skills to be ready to get experienced. If the company is in production or any civil or technical industry then an experienced would be much preferred. But again the scenario given does not assumes a lot of factors. So, its best to have an "it all depends" approach to it.

Always go with hiring a candidate who is a cultural fit.
I believe that being a cultural fit is directly tied to the values that a company upholds.
Job knowledge can always be gained and relevant training can be acquired; but culture is closely associated with a candidate's personality/ behavioral traits.

I personally believe that successful hiring when a Recruiter has a combination of both attributes.
yet when we have an Extreme case and there's no other option but choosing between one of the above attributes.
I personally recommend that a hiring manger need to determine the individual's culture fit first because it's the most important attribute to succeed in x position.
the compromise is key to finding the perfect cultural fit (cultural fit based on my understanding it's the organizational culture; how we define the company, daily activities, how things are actually done, How the employees are treated ....
Etc) ,at the same time recognizing the skills needed to be acquired in the future through internal and external training providers.

I would suggest both cultural fit as well as years of experience should not be compromised. Both of them have their advantages as well as disadvantages. For instance if a company hires a candidate with relevant years of experience and once he has joined and unfortunately doesnt fit the cultures. It could create a negative wavelength all over the company as well as the business. A candidate can always be trained by additional training and development programs and made efficient for his role. Skills or experience can also be useless when not put in appropriate use.

Culture fit is most important, but this is not easily assessed. During recruitment process, the most you can view as a recruiter is relevant experience. Here you will see whether or not the person is capable of delivering what is needed in the job; however, this is not enough. The recruiter should also assess the company's30-60-90 day attrition as this determines culture fit of people hired into the organization. If he/she has this information, then in future recruitment, he can use this to assess culture fit.

Both are equally important Culture is a behavior aspect of candidate whereas Relevant Exp is a functional aspect, people learn with their experience but sometimes it is very difficult for people to adjust within new culture and break their boundaries hence one of the reason attrite from new roles.

both the criteria is important as per the industry or service , as for some areas cultural fit  is important as well as the relevant experience is one of the major factor.

Relevant experience is always wanted in any business, for the smooth transition of handling work and taking control of the work space, and all the relevant requirements needed to fit smoothly in the work atmosphere.. but the cultural fit is also essential, though in time the cultural fit can be acquire the does  and do not in a society, the mind set of the local people and the customs. I would go with relevant experience head on, but if i had a choice a mix of both would be recommended
