Is translation an art,knowledge and culture?

Translating any language requires a lot of skills & in-depth knowledge of the culture as well. Translator has to consider a lot of things such as slang, short forms used, cultural aspects, history as well as grammar and toning if it is translated while spoken. 

So according to me its combination of art, knowledge, culture, history & skills as well.
