Yes "C" is the correct option everybody has a role tto play she has done her part exceptionally well but the PM has to evaluate it from different point-of-view which she need to understand.

The best answer is C. before you act, you must always consider what is the potential impact to the triple constraint (scope, time, cost and quality) and then proceed with a change request to the CCB, gain an approval and after implementing the change
