The coordination of marketing campaigns, according to the circumstances of each facility is done in coordination between the senior and executive management and marketing department, according to the market situation and plans in coordination with the sales management. You my sincere thanks and appreciation,,
The control remains with the top management and they could assess the effectiveness via setting the benchmarks for the campaign and could take steps to bring the campaign en route to success, let it be pre-planned or adapted in between..
The strategy would be on the branch department with the approval of the top management or executive.

Good Day!
Thanks for the invitation. Here is my take on the poser you had sent across;
Marketing activities targeting a localized audience or a broader campaign aimed at a large audience is, generally speaking, an effort to create a sense of awareness and understanding about a product or service with an ultimate objective of influencing the buyer's behavior in going for the product or service thus, generate revenue. The very need and efficacy of such activities is inherent in the larger organizational objective to prop up sales and support for a tangible growth. Hence all such activities are need based and varies from situation to situation.
In any structured organization, all such decisions are taken at the management level that decides about the very need and design (in close coordination with the marketing team and the agency at work) of the planned activity within a budget and a timeline assigned to it. Hence, it is only the ROLE PLAY that is varying for the different set of people in the hierarchy (Top management down to the executive level) and NOT the actual aim and objective per se.
In a nutshell, each team member plays a cut out role that is very well defined and properly budgeted and is equally responsible for control related activities that is required at his/ her own level.
