Honestly it's extremely difficult to find work remotely, you need to visit the country and seek for work on the ground. Most recruiters will only headhunt or actively target candidates in foreign markets for specialised positions in demand where there is a lack of talent in the region.
Ideally to make a smooth transition to Dubai you need to have some savings to get you started, it's expensive and a lot of landlords will ask for at least 4 months rent up front using post dated cheques. I wouldn't even consider the move unless you have friends or family in the region for support at the beginning and min $5,000 - $10,000 in savings to get you started. Secondly I'd reach out to some potential businesses through LinkedIn, try to have a discussion with the Management of a potential good fit business and ask advice on making the move, if you do this with 5-10 different decision makers you'll have a fairly decent overview of market conditions and entry points.
Lastly Dubai is experiencing some economic challenges being filtered down from the price reduction in oil and global slowdown resulting in redundancies across a lot of the multi national companies.
