To be, or not to be (working with).Unfit Project Manager ?

Here is the situation. In a group of team members few well experience Sr. engineers believe and understand the project situation is out of control and pointing finger on the ability of Project Manager and prefer for him to step down. 

1) Is it politically correct to judge a project manager with the point of view of experienced Sr. Engineers ?

2) How to convey your message to the upper management for his removal and appointing a new project manager (verbal / written / or any other mean) ? Is it ethically correct ?

The answer to your question is as follows (a) can Sr Engineers can form an opinion about the manager- his immediate BOSS - yes -certainly - there are several companies that provides a chance for reverse appraisal - it may be included in the annual appraisal itself, or there may be a system of mentor who is different from your BOSS in the same company, or you can access mechanism of confidential complains routed through HR. Having said that it is important to understand that such a gesture or feedback mechanism should be restricted based on performance basis or issues of corruption or unethical practices and should be confidential in nature; (b) conveying the message to upper management - if the management is based on merit and values constructive feedback even about your senior, you can feedback the message to HR / mentor on confidential basis to be routed to senior management since you may not be having the authority to influence senior management thinking.  There are several companies in the world of global reputation and transformational  leadership who value such suggestions as constructive feedback so as to rectify their organisational structure; whereas there would be many more smaller and medium size companies which would be bureaucratic in nature and depend entirely on middle management for rewards and punishment which is true even in Arab countries - hence you can expect a severe backlash and possible victimization -  there may be issues of ethics, clash of values and conflicts of interest all which needs carefully handled

Thanks for the invitation. 1) In my view, if you think that your project manager is either incompetent or not showing interest in work then you should complain to the upper management about his lack of interest in the work or incompetency so they will take the appropriate action against him.2) Of course it is correct because, I think, this is the best possible method to convey your message to the upper management about him. The most feasible method of communication would be face-to-face meeting with the upper management.

Well, I would suggest that a committee be formed to access the situation immediately and this committee will primarily be submitting the report by the end of 2 days and will study the scope, plan and technical aspects and will talk and discuss with those senior engineers and Project Manager.....Mostly everything is recorded on a daily basis - PM's office does have the progress chart ....Such a situation will not come overnight .....Hence it requires careful analysis...
