I think because if you have high temperature when you add water to cement the CaSo4 convert from soluble to insoluble  ( to control for C3A )

Benefits of Low Heat Cement

• Assists in minimising the potential for thermal cracking in thick concrete sections

• Significantly improved later-age concrete strengths

• Improved durability performance

• Increased workability and pumpability with large pours

The benefits for low heat of hydration cement  in mass concrete are:

* Due to low heat of hydration there would be less chances thermal cracks,

* There would be gain in later strength, however, the early strength would be on lower side.

* The impact of Humidity and rain would be less on concrete strength.

* But, overall if the concrete is to be set for multi story buildings then it is better to avoid usage of low heat of hydration cement i;e; PPC. Because in those constructions early strength plays a vital role.
