The budget; location; and the end users' design preferences, always...
In my opinion, a designer should be able to determine what TYPE of office will be used so he/she could have a primary perspective on a general scale for the least. then from that, He then considers the materials (i.e. machines, furniture & etc) to be used to be able to manage the given area for work-flow of the end user. determining the dimensions and types of materials (i.e. machines, devices, furniture & etc) to be used isa key factor for the design concept of the office. The designer should also consider the number of end users so as to know how to render the necessary, required space for each of them.
