Which is the efficient one for a company : - to develop all workers become safe person, or - to make all workplaces become safe place?

Both cases are very important. it depens in job specofications

well, for me to make all workplace become safer because if the workplaces are safe so absolutely the person is in safe.

Providing safe place is employers duty but in my opinion Making worker safe is more important as work related hazards are always there as you cant zero the risk of any available hazard. So to be safe a well trained worker may also make his workplace safe.
