I would say if you do a lot of activity not less then 3L for average man and 2-3 l for avarage woman.
It depends upon activities of a person. If a person is doing normal office work or doing normal work at home eight glass will be sufficient in winter season and 14-16 glasses in summer season. As you work condition increase you will require more water. If you are doing more exercise, it will require more water.
